Community Action Stops Abuse (CASA)

Founded in 1977, CASA is the official 501c3 domestic violence center based in Pinellas County, FL. We operate the area’s 24-hour hotline and emergency shelter; non-residential programs, such as support groups, economic empowerment and legal advocacy; Child Protective Investigative Team support; community and corporate training; and the CASA Peacemakers anti-bullying and healthy relationship school curriculum.

POSITION TITLE: Housing Manager

Major & Essential Functions: Responsible for the oversight of the CASA’s Rapid Rehousing Advocates. Ensures program quality and compliance for CASA’s housing programs.

Work Environment Expectations:

This position is based in a shared office at the residential shelter and occasionally works in community settings. It requires flexibility to work across the office space, shelter facility, Youth Center spaces, court, community settings, and other CASA locations while providing trauma-informed support, education, and services to survivors and their children.

Position Responsibilities:

  • Provides guidance and direct supervision to Rapid Rehousing Advocates.
  • Hires, trains, and evaluates housing advocates.
  • Available for on-call responsibilities to include coming in after hours if needed.
  • Complete Timesheets, mileage forms, PPR’s, program reports, data collection, and other necessary forms and reports relevant to this role.
  • Assist in maintaining CASA’s resource directory.
  • Provide housing case management, support, advocacy, and crisis intervention to survivors of domestic violence and their children.
  • Assist participants directly within each housing program with obtaining rental assistance, processing referrals to various housing programs, and requesting housing vouchers.
  • Assist participants as needed during their move into permanent housing in collaboration with the advocates and volunteers.
  • Carry an assigned caseload.
  • Maintain relationships with community partners to bring in life skills classes or workshops related to; basic computer skills, budgeting, credit repair, housing assistance, interview techniques, resume writing, cooking, and other relevant services for survivors of domestic violence
  • Complete Victim Compensation Applications with participants as needed to assist with relocation expenses.
  • Perform monthly record keeping and statistical tasks as assigned.
  • Responsible for timely completion of all paperwork and data entry.
  • Responsible for maintaining relationships with community partners that provide services by attending housing and resource centered meetings as requested by supervisor.
  • Complete the HUD and other necessary housing reports.
  • Perform ongoing case file reviews to ensure quality and consistency.
  • Conduct ongoing bi-weekly meetings with direct reports to include one-on-one and team meetings.
  • Assist in developing and maintaining a housing department manual for the Rapid Re-Housing program.
  • Work with the CASA Volunteer Coordinator to maintain interns and volunteers.

Additional Position Responsibilities:

  • Oversee the emergency hotline to ensure callers are provided with safety planning, risk assessment, resources, and support.
  • Oversee direct reports to ensure quality services are provided to survivors.
  • Performs all administrative, managerial, and supervisory responsibilities.
  • Participate in on-call rotation and fulfill associated managerial responsibilities.
  • Ensure adequate staffing.
  • Develop and monitor work plans, process, procedures, and policies as required.
  • Supervise staff, including hiring, performance evaluation, coaching, and disciplinary actions as needed.
  • Make recommendations on staffing patterns, changes, and improvements.
  • Facilitate required staffing’s & bi-weekly one-on-one meetings with individual team members.
  • Monitor advocacy service delivery for compliance with grant requirements.
  • Provide information necessary for site reviews and other monitoring.
  • Complete Monthly File Reviews.
  • Facilitate staff trainings as needed.
  • Represent agency at community agency meetings affecting the shelter programs.
  • Facilitate staff and residents’ complaints through established policies and procedures.
  • Shall become a Core Certified Trainer as soon as the time period qualification is met.

General Duties:

  • Attend and participate in CASA staff meetings, required trainings, and special projects designated by supervisor.
  • Attend and participate in ongoing training opportunities.
  • Assist with training and supervision of volunteers/interns.
  • Complete special projects and presentations as requested.
  • Available for on-call Manager Responsibilities and duties.
  • Keep supervisor informed of successes, barriers, concerns, and performance issues.
  • Complete other duties as assigned.

Qualifications:

  • Possess a Bachelor’s degree in related human services or equivalent life experiences preferred.
  • Management experience preferred.
  • Experience working with survivors of domestic violence or other crisis experience.
  • Demonstrate knowledge of current community resources and have the ability to maintain working relationships with agencies.
  • Agree to drive agency vehicles, as needed.
  • Ability to function independently and work cooperatively as a member of a team.
  • Possess the ability to climb stairs and lift at least 50 pounds.
  • Agree to participate in a background check upon employment.
  • Ability to function independently and work cooperatively as a member of a team.
  • Demonstrate the willingness to drive agency vehicles.
  • Possess a valid Florida State Driver’s License and auto insurance to be verified annually.
  • Successfully complete a pre-employment background check in accordance with applicable laws and organizational policies.
  • Agree to work a flexible schedule when required, which may include changing schedules to ensure case management coverage, due to illness, absence, vacation of other staff members, or a natural disaster.
  • All positions are considered essential and as such may be required to be available to remain onsite and/or required to assist during emergencies and other critical times.
